Current Work

  • Sagrado Strategies is partnering with the Central Pines Regional Council to lead a comprehensive, data-driven mapping and needs assessment of the youth homelessness response system across Durham, Orange, Wake, and Chatham counties in North Carolina. This project visualizes how young people navigate housing and support services, identifies system strengths and gaps, and uplifts the voices of youth with lived experience to guide sustainable, equitable solutions.

    Through collaborative engagement with community organizations, government partners, and young leaders, this initiative will generate actionable recommendations to improve coordination, accessibility, and outcomes across the region’s homelessness response system.

  • Sagrado Strategies is leading the design and delivery of a statewide, youth-informed training curriculum for service providers across New Mexico. This work focuses on building provider capacity to deliver trauma-informed, culturally responsive, and person-centered support to youth experiencing or at risk of homelessness.

    Developed in partnership with youth and young adults across New Mexico who have lived experience with homelessness, housing instability, and systems involvement, the curriculum centers lived expertise at every stage—from design through implementation—ensuring young people are not merely consulted, but serve as co-creators of meaningful systems change. Through statewide collaboration, pilot testing, and continuous feedback, this initiative will leave New Mexico with a sustainable training model that strengthens relationships between providers and youth, and improves access to housing and care across diverse communities.

  • Youth Homelessness Demonstration Program and “Fostering a Community of Belonging by Empowering and Trusting Youth (BET on YOUth) Strategic plan to end and prevent youth homelessness”

    After Sagrado Strategies’ support and successful submission of the Round 8 Youth Homelessness Demonstration Program Application, Pierce County, Washington, Continuum of Care, hired Sagrado Strategies to support community driven development and drafting of their Youth Homelessness Demonstration Program Coordinated Community Plan.  Sagrado Strategies is supporting the design and community process of a “Call to Action” in partnership with Pierce County’s Youth Action Board and various local providers and partners with the goal to create and design a community wide approach to ending and preventing youth and young adult homelessness.

  • Coordinated Entry Revamp 

    Sagrado Strategies has been supporting the St. Louis County, Minnesota Continuum of Care, through a series of Coordinated Entry System enhancements, new housing barrier assessment, HMIS exit tidiness surge, assessor expansion, and Case Conferencing for a smaller geographical subset of the CoC.  We are supporting the community's strengths to streamline access to housing and services for individuals experiencing homelessness. Through workgroup facilitation, milestone and action plan design, Sagrado Strategies aims to co-create a sustainable and dynamic Coordinated Entry with the already existing collaborative nature of the community.

  • Sagrado Strategies was tasked to support the creation of St. Louis County, Minnesota CoC first ever Youth Action Board.  With leadership of Jenika Keup, YAB Coordinator, Téo provides guidance and support in YAB convening, governance structure, by-law development, project planning, and facilitation.  Jenika and Téo will support the YAB in developing a 2025 Youth Homelessness Needs Assessment.

  • Lived Experience Community Advisory Board

    Téo has been providing guidance as a lived expert consultant with the BSAS-TGE-CAB.  Their lived experience of homelessness, substance misuse, and shared identities has been vital in shaping contributions to a collective creation of a “Standard of Care” for people with shared identities seeking substance use care.

  • Sr. Consultant, Tribal Technical Assistance

    For the past two years, Téo has had the privilege of working with the Change Well Project.  Change Well Project has partnered with the California Department of Social Services Housing & Homelessness Division (CDSS, HHD) to help counties and tribal communities meet the urgent needs of Californians experiencing homelessness and housing insecurity. Through intensive technical assistance, training, and workforce development, the Change Well team supports counties and tribal communities in redesigning and scaling up programming to equitably house and provide services to vulnerable individuals and families across the state through programs including Bringing Families Home, CalWORKs Housing Support Program, Housing and Disability Advocacy Program, Project Room Key, and Home Safe.

City of Raleigh Housing and Neighborhood Department

Bringing Neighbors Home Pilot

The City of Raleigh's Bringing Neighbors Home (BNH) Pilot Program is dedicated to empowering individuals and families by honoring their autonomy and dignity.  Sagrado Strategies was engaged to provide Project Management with the goal to move approximately 45 households living unsheltered into permanent housing by giving them direct-to-tenant rental subsidies and other services as they want or need.  With partnership from Ascent Populi, Cole Giannone, Lead Project Manager, worked with an evaluation partner and local providers to accomplish this goal.

City of Raleigh Housing and Neighborhood Department

Unsheltered Response Strategy

The City of Raleigh’s Housing and Neighborhoods Department engaged Sagrado Strategies to collaborate with the community to develop a comprehensive understanding of unsheltered homelessness in Raleigh and Wake County and to co-create a response strategy tailored to the community's unique strengths and challenges. This effort required a deeply collaborative and inclusive approach, ensuring the strategy reflects the diverse perspectives and experiences of those directly and indirectly impacted by unsheltered homelessness.

Youth Homelessness Demonstration Program (YHDP) Coordinated Community Plan (CCP) Development  

In partnership with Cole Giannone Consulting, Matthew Aronson Consulting, and Maddox Guerilla, Téo co-lead and co-authored COHHIO’s Coordinated Community Plan, “Youth Lead the Way: A Plan to Address Youth Homelessness in the Ohio Balance of State”.  Through four activities positioned throughout seven months, our team built relationships with community providers, partners, and Youth Action Board members across a 32-county wide geographical area.  Our team cataloged existing resources and identified gaps in programs and services by conducting focus groups, interviews, and reviewing current system functions and data.  We facilitated the Coordinated Community Plan development through various activities and community wide convenings including a 3-day event in 3 different locations.  We used the dreams, visions, and aspirations of the community and YAB to drive us towards the successful submission of their YHDP Coordinated Community Plan.

Staff Capacity and Program Evaluation   

In partnership with AC Strategies, Téo co-completed an organizational and program evaluation including interviews with youth and young adults sharing their experiences navigating the homelessness response system and program utilization.  Through this process, key areas of growth were identified.  In response, Téo and Aubrey Sitler provided a two-day training and facilitation to support the needs of staff and leadership. By providing follow-up sessions to leadership through a small group coaching method, we were able to create a space to openly share, ask questions, and thought partner ways to implement shifts that better serve youth and young adults utilizing their programs.  

New York City Continuum of Care

In partnership with Tom Albanese Consulting, Téo supported the New York City CoC with a two-day Rapid Rehousing Training Event focusing on housing search, placement, and stabilization services to empower providers and partners to create dynamic practices to quick housing location and placement, increase housing stability, and foundational rapid rehousing philosophies.
